…reiterates its determination to rid the commission of ghost workers for improved productivity.
The Anambra State Local Government Service Commission has reiterated its determination to fish out ghost workers in the State Local Government System for efficiency and improved productivity.
The Chairman, Barr. Vin Ifeanyi Ezeaka, disclosed this at the Commission during an interactive session with all Heads of Department from the 21 Local Government Areas of the State.
He explained that the Board has the mandate and vision to revive and return Local Government System to its past glory, urging Heads of Department to live up to expectation.
“The board has concluded arrangements to introduce Biometric Electronic Monitoring System that will be monitoring workers attendance to work,” he hinted.
The Commission boss blamed Heads of Department and the entire Council Management for the decay in the Local Government System, stating that the purpose of the interactive meeting was to discuss extensively the challenges of the various departments as well as ascertain the actual Staff strength and genuine data of workers for necessary administrative functions.
He emphasized that for effective control and supervision of Local Government activities, that from hence forth, all Heads of Local Government Administration and Treasurers will be forwarding reports of their Finance and General purpose committee meeting to the Commission on monthly basis.
He called on them to cooperate with the board in acheiving their set objectives by stepping up their dedication to their respective duties, ensure strict adherence to due process, monitor workers attendance to work and avoid civil vices like absenteeism, lateness to work, truancy among other forms of indiscipline.
Barr. Ezeaka who further revealed that the Commission will soon commence official tour of the twenty one Local Governments on Thursday 17th November with Awka South and Dunukofia LGAs, revealed that the Commission has come up with a policy that any Staff above grade level ten will no longer be appointed as Cashier in the Local Government System to avoid conflicts and power tussles.
He announced the establishment of various Committees Viz award presentation committee to outstanding Staff by Heads of Departments, a 5- Man Committee comprising Heads of Departments of Works and Environmental Health for effective relationship with the State Physical Planning Board,, revenue sources committee, road maintenance committee among others.
Ezeaka stated emphatically that contracting out of revenue windows by the State Government doesn’t in anyway stop the various departments from carrying out their statutory duties.
He said as well that the State Government has concluded plan to hand over most of the Local Government Staff functions back to them provided they show more commitment to their duties, show capacity to deliver and desist from any act capable of damaging the image of the Local Government System.
In their separate speeches, representatives of the seven departments, Dr Ezinne Ofojebe for Education and Social Welfare Department, Dr Orie Ifeyinwa for Planning Department, Engr. Cosmos Nwafor for Works Department among others listed problems of lack of Local Government Autonomy, poor finances of the Local Governments, lack of training, poor remuneration, interference in the Local Government Staff schedule by the aState Government, lack of authentic Staff data, lack of office equipment, lack of junior staff in the system among other problems facing the Local Government System.
They promised to reciprocate the kind gesture of government by being more dedicated to their duties adding that prompt attention to the above listed problems would help to reduce conflicts, restore confidence, ensure productivity, job satisfaction and improved Economy in the State.
Responding the Member 1 of the Commission, Hon. Azubuike Okoye noted that part of the purpose of the meeting , was to discuss problems of the various departments and profer solutions as well as maintain good cordially relationship with the board, Council management and the entire Council Staff.
Hon. Okoye who advised them to try as much as possible to minimize conflicts while discharging their duties urged them to always follow the due process and warned the Treasurers to work harmoniously with the Heads of Local Government Administration and the Council Chairmen in the appointment of the Council Cashiers.
In her own speech, member 4 of the Commission, Hon. Barr. Anthonia Tabansi, pledged total support of the entire Staff for the desired goal to be acheived.
Barr. Tabansi appealed to the Heads of Departments to redouble their efforts for improved performances, calling as well for proper orientation of our Children and quality program proposals on Education, environmental hygiene and positive attitudinal change of our Children by the HOD’s Education and Environmental Health.
Present during the meeting include the member 2, Hon. Tbh FCU Uchenna Okafor, Member 3 Prof. Mrs Ngozi Ewuim and the Secretary of the Commission Barr. Stan Nwattah.
